Chapter 3 of the 1992 structure unambiguously spells out who is competent to be a citizen of Ghana. So, any subsidiary law or laws like the C.I 126 as laid right before the Parliament of Ghana by Jean Mensa’s Electoral Commission which seeks to redefine citizenship and the suitable of Ghanaian taxpayers to vote, is in contravention of the 1992 structure.
The CI 126 as laid prior to Parliament is proposing amendments of regulation 1 of C.I 91. This is the proposal:
1. The general public elections (registration of voters) rules, 2016 (C.I 91) is amended in regulation 1.
a) by the substitution for sub-regulation (3) of
(3) a particular person who applies for registration as a voter SHALL present as proof of identification a single of the next:
a) a passport
b) a countrywide identification card issued by the NIA.
But per this proposed amendment to the C.I 91, a touring passport or the NIA card are the only identification elements that can serve as proof or clearly show of citizenship. And only the two can qualify anyone to sign up as a voter.
For every this, the three areas (Northern, Savannah, and North East) will have as substantially as 645,553 eligible voters deliberately disenfranchised by the NIA and the EC.
The Electoral Commission of Ghana did a limited voter sign up in 2019 for the District Assembly Elections. A overall of A single million, four hundred and fifty-eight thousand, 4 hundred and fifty-seven (1,458,457) voters were captured in the remaining electoral sign up for the a few regions (NR, SR, and NER). The breakdowns are: NR-919,935, SR-270,123 and NER-268,399.
The NIA enrolled only Eight Hundred and Twelve Thousand, Nine Hundred and A few (812,903) in these a few locations. The breakdowns are:
NR-468,576, SR-163,470 and NER-180,857.
From the higher than, the change between the number of voters in Jean Mensa’s EC’s sign-up and that of the NIA’s suppressed sign up is 645,553. This amount by default simply cannot sign-up and by extension are not Ghanaians as for every the EC’s redefinition.
It is deserving to observe that the NIA registration in these three regions was accomplished simultaneously with confined registration supplies, faulty registration devices, and inside a quite limited time. Even the promise designed to the persons that a mob up workout will be finished to enroll people who ended up not in a position to sign-up stays a fraud. Even the promise created by the NIA that long-lasting registration places of work will be designated in all Districts in these regions by March of 2020 has not been fulfilled.
Interestingly, not all the 812,903 were being even issued their playing cards. The card issuance in these areas was as lousy as the registration exercise by itself. Out of the 812,903, all those who have not been issued their playing cards are 242,935.
I ask this concern: Who am I now? I, Issifu Seidu Kudus Gbeadese, is a Ghanaian I have voted since 2004 I really do not have a traveling passport I really don’t have a Ghana card from the NIA, so, does this mean my citizenship has been nullified by the NIA and the EC?
